Law Enforcement and Victim Services (LEVS)
The Law Enforcement and Victim Services Division
is comprised of two important components of OES. The first is the Law Enforcement Branch with its longstanding leadership role in the coordination of local law enforcement mutual aid requests. Equally important is the Division’s Criminal Justice Programs Branches that manage more than $176 million in grant awards throughout the state providing support to all elements of the criminal justice system and critical aid to those who are victimized by crime. The citizens of California are safer, have a more rapid response to emergency needs and are less likely to be victimized due to these varied and important programs.
Law Enforcement Branch
Deploying law enforcement assets to disaster scenes and providing law enforcement mutual aid guidance are the typical activities for the CalEMA Law Enforcement Branch. Each year, however, Search and Rescue (SAR) assignments consume much of the branch staff’s time and effort. Last year, CalEMA coordinated resource deployments on nearly 500 SAR missions. From searching for missing hikers or skiers, to mobilizing for a water rescue, branch staff coordinates the local SAR resources that are needed to complete the mission. Annually, the branch sustains the success of the SAR program by hosting regular statewide SAR coordinator meetings, numerous technical courses, including the popular “Winter Search Management” class, and hosting numerous search and rescue training conferences.
Criminal Justice Programs
Under Criminal Justice Programs there are four distinct branches: Crime and Gangs; Drug and Counter Drug; Victim and Children’s; and Sexual Assault, Domestic Violence & Victim Witness. Each has the responsibility of developing and managing grant programs that serve to benefit state and local government and provide victim services through a combination of government agencies and non profit organizations. Staff are dedicated to providing program development, oversight and technical assistance and training to ensure a successful outcome for each project and program.
Crime and Gangs Branch
Within the Crime and Gangs Branch are the Gang Violence Section, and Crime Suppression Section. These program areas concentrate on the grant funding of criminal justice programs that address gang activity and other major crime categories such as the defeat of computer hackers and those who would profit from identity theft.
Drug & Counter Drug Branch
The Drug and Counter Drug Procurement Branch
is comprised of the Drug Enforcement Section and the Public Safety Procurement Section. The Drug Enforcement Section was created in 1988 concurrent with a series of White House Conferences on a Drug Free America. The Public Safety Procurement Programs were established in 1999 and are supported by military personnel.
Sexual Assault, Domestic Violence & Victim Witness Branch
Two sections of this Branch focus on assault crimes against women. The Sexual Assault program is the oldest program in the victim services side of the organization beginning in the late 1970’s and helped to establish crisis centers throughout the state. The Domestic Violence Shelters throughout California provide emergency shelter and education of women and their rights to be free of physical and mental abuse and have been responsible for the awakening of a generation of women recognizing their own personal strengths and their ability to overcome abuse and stand up to their offender. The third Section works to help victims of violent crime successfully navigate through the criminal justice system and by providing services that help them cope with the results of such victimization.
Victim and Children’s Branch
The Victim and Children’s Branch houses the Children’s Section, and the Victim Justice Section. These Sections of the organization focus on victimization of children and the varied training and victim service programs that reach out to underserved populations.
