Drugs and Counter Drug Procurement Branch
Drug & Counter Drug Branch
The Drug and Counter Drug Procurement Branch is comprised of the Drug Enforcement Section and the Counter Drug Procurement Section. The Drug Enforcement Section was created in 1988 concurrent with a series of White House Conferences on a Drug Free America. The Counter Drug Procurement Programs were established in the 1990s. OES became the lead agency to administer the programs in 2004.
Counter Drug Procurement Program
The Counter Drug Procurement Section manages two Federal programs which aid state and local agencies in their counter drug and law enforcement efforts. The 1033 Program allows state and local law enforcement agencies to acquire excess property from the Department of Defense. All property acquired through the 1033 Program must be used in support of law enforcement activities. The 1122 Program allows state and local government agencies to purchases law enforcement equipment, suitable for counter drug use, through Federal purchasing channels.
Drug Enforcement Section
The Drug Enforcement Section (DES) administers the federal Edward Byrne Memorial Justice Assistance Grant (JAG) funds to local law enforcement agencies in support of multi-jurisdictional drug task forces throughout the state. The DES manages the Anti-Drug Abuse Enforcement Program (ADA), which is awarded to all 58 counties to enforce drug laws. Other programs receiving JAG funds include the Department of Justice, Bureau of Narcotic Enforcement's (BNE) Crackdown Multi-Component Task Force Program, which concentrates enforcement efforts on targeting drug offenders within the Colombian cocaine cartels, California street gangs, and Mexican drug trafficking organizations providing smuggling routes through Mexico and California; the BNE's Campaign Against Marijuana Planting (CAMP) Program which is a multi-agency federal, state and local effort to provide air support to local task forces to eradicate marijuana cultivation and trafficking in California, particularly in rural areas that are hard to find, and/or access; and the California Courts Protective Order Registry (CalCPORP) Program, which is intended for the Judicial Council, Administrative Office of the Courts to continue the development of an automated system to track all protective orders, including but not limited to domestic violence, child abuse, and elder abuse. The DES also administers state general fund in support of the California Multi-jurisdictional Methamphetamine Enforcement Teams (Cal-MMET) Program, which is implemented by the County Sheriffs and targets drug trafficking organizations who manufacture and transport methamphetamine throughout California, across borders and the nation. These programs budgets total approximately $31 million in state and federal assistance.
