Hazardous Materials (HazMat) Team Typing Program
Explanation and purpose for the Cal/EMA FIRESCOPE HazMat Team Typing concept and the Fire & Rescue Division HazMat Team Typing Inspection program. Also contains all of the pertinent documents associated with the Inspection Program. The Menu below is laid out in a chronological order and it is recommended that each topic be accessed, printed, copied, and reviewed in the same order.
    Why Resource Typing and SEMS? Document
    Resource typing enhances emergency readiness and response at all levels of government through a system that allows an already overwhelmed jurisdiction to augment its response resources during an incident. Standard resource typing definitions help responders request and deploy the resources they need through the use of common terminology. They allow emergency management personnel to identify, locate, request, order, and track outside resources quickly and effectively and facilitate the movement of these resources to the jurisdiction that needs them.

    FIRESCOPE Resource Typing Guide Document
    Describes the basic backbone and purpose for establishing the FIRESCOPE resource typing concept. This document is MODULE 5 of the California SEMS Field Course, “Incident Resources”, Participant Reference Manual. Resources can be described both by kind and by type. The kind of resource describes what the resource is (i.e. fire units, plows, helicopters), and the type of resource describes a performance capability. The typing of HazMat Response units or resources follows this concept, and is in keeping with reinforcing the FIRESCOPE Incident Command System (See previous document).

    HazMat Company Resource Types – Quick Reference Document
    Typing of Hazardous Material Response team resources is within keeping with the overall FIRESCOPE concept of resource typing emergency response resources (See previous document). This document will show the basic three-tier HazMat Team Typing scheme.
    HazMat Company Types and Minimum Standards Document – SEL Appendix G
    Chart from Appendix G of the SEL that provides a more detailed look at the intervention capabilities of HazMat Company resources. It further contains and explains for each of the three tiers applicable intervention capabilities divided into several performance criteria. A Type 1 resource has a greater intervention capability than a Type 2 resource, which in turn has a greater intervention capability than a Type 3 resource. (See previous document for more detailed explanation)
    HazMat Company Types Explanation of Components Document – SEL Appendix H
    Chart from Appendix H of the SEL that provides information regarding each of the Component sections. This document compliments the chart from Appendix G of the SEL (see previous document) includes a detailed explanation of each of the associated intervention Criteria.

    FIRESCOPE Standardized Hazardous Materials Equipment List (SEL) Document
    In order to fully support the concept of typing HazMat Team resources using a three-tier system in California, it was determined that the creation and adoption of a Standardized Hazardous Materials Equipment List (SEL) would be most beneficial. The SEL aids in earmarking specific tools, equipment, and instruments for each of the three tiers (Type 3, Type 2, and Type 1). The SEL is divided into three “Parts”: Part 1 is Introduction, and describes the function, purpose, and application of the document; Part 2 is the List of Equipment, and identifies what equipment is required to be in the inventory of each tier type; Part 3 is the Appendix Section which contains numerous supporting documents, charts, and tables.
    SEL Equipment Photo Documentation Document
    A complete photo or picture compendium of all equipment in the SEL (see previous document) that may be required for a particular tier of HazMat Team Typing. It is 256 pages. It is a very helpful guide in depicting what a particular tool, equipment item, or kit should or might look like.
    HazMat Team Typing Inspection Program Power Point Program
    The Fire & Rescue Division has developed a program to inspect metropolitan HazMat Team resources to determine if they meet the intent of the SEL (see previous two documents). Additionally, in accordance with a written inspection process, also determine and verify their specific HazMat Team Typing status. This program encourages participation so that typed HazMat resources can be identified and entered into the California Fire & Rescue Mutual Aid System.     HazMat Team Typing Inspection - Essential Documents
